    Introduction

    The definition of humanitarian aid is the provision of products and help both materially and logistically to people who need help. Among the people who need this type of assistance are refugees, victims of natural disasters, wars, homelessness, and hunger. The purpose of humanitarian aid is to save lives, and to ease the suffering and pain of people who need this aid, while maintaining human dignity. The aid is granted directly to people from the disadvantaged populations mentioned above, without distinction of their race, ethnicity, religion, gender, age, nationality or political affiliation.1 The humanitarian aid can be granted from local communities or from international communities.
    OCHA - the United Nations Office for the Coordination of Humanitarian Affairs is responsible for coordinating responses in emergency situations. This action occurs in accordance with Article 23 of the "Treaty on the European Union" which establishes and defines the principles for any external action that the European Union coordinates related to humanitarian action. Also, within the framework of Article 214 of the "Treaty on the Functioning of the European Union", which is the legal basis for humanitarian aid.2
    Another organization is The International Committee of the Red Cross, which is a humanitarian organization based in Geneva, Switzerland. This committee won the Nobel Prize 3 times. The countries that are members and signatories to the Geneva Convention from 1949 and to its additional protocols from 1977 and 2005 gave the International Committee of the Red Cross a mandate that enables the protection of victims of internal and international armed conflicts. Victims of this type include war wounded, refugees, prisoners, civilians, and others defined in the convention.3
    The leading donors of humanitarian aid in the world are the member states together with the institutions of the European Union. The aid is based on international humanitarian principles as established in the European consensus on humanitarian aid.
    Since 1992, the European Commission has provided Humanitarian assistance in more than 110 countries. The funding is intended for countries that are outside the European Union. The European Commission also has the power to finance emergency support operations in the event of extraordinary indirect disasters occurring within.........
